You may have tried to shut down cortana on your windows 10 machine because of some privacy issue or some other reason. But you have failed to turn it off. Microsoft doesn't want you to leave cortana.
On the latest version of windows, there is no option to turn it off. The previous version of windows 10 had an option to mute cortana, but it was still running in the background and using the same amount of hardware recourses.
